The Family Planning Specialist will be based in the Ministry of Health and Sanitation (MOHS) and will operate as integral part of the Ministry’s Reproductive Health/Family Planning (RH/FP) Division. The UNFPA CO will be responsible for providing support services to the specialist. Under the overall guidance of the UNFPA Representative and the direct supervision of the Director of the Reproductive and Child Health Directorate, the incumbent will perform the following functions:
- Act as the key resource person on family planning and cervical cancer for the MOHS;
- Provide technical support to the regular reproductive health program of UNFPA;
- Provide MOHS project staff, and government counterparts at central and district levels with the technical backstopping, assistance and advise on the strategic direction for strengthening the delivery, access to and quality of family planning and cervical cancer services;
- Provide technical updates, training and mentoring for MOHS project staff and partners in relevant clinical and technical areas related to family planning and cervical cancer eg in the National School of Midwifery;
- Give technical guidance in the development and implementation of FP and cervical cancer protocols, policies, training modules, operational manuals and approaches for locally appropriate family planning and cervical cancer service delivery and for supportive supervision of service providers based on best practice;
- Provide quality assurance and close monitoring of all family planning training ensuring its integration in other relevant RH areas;
- Assess and advise, in close collaboration with the Reproductive Health Commodity Security (RHCS) Steering Committee, on the supply chain management to ensure regular and uninterrupted supply of contraceptive commodities;
- Work with the RH/FP Manager to assure the integration of the family planning activities in all reproductive health and maternal and neonatal health activities;
- Conduct regular technical monitoring visits to the field sites supported by MOHS;
- Participate in the development of the family planning communication strategy and ensure the standardization of family planning messages;
- Ensure that all service delivery planned and provided to the community is of high quality and responsive to the increased demand created by the Maternal and Neonatal Health Initiative (MNHI);
- Actively participate in the development and updating of guidelines, standards, tools and approaches as required;
- Provide technical and programmatic support for family planning related research, and identify, document, and disseminate lessons learned and best practices in family planning.
- Any other activities/responsibilities as needed by the MOHS.

JOB REQUIREMENTS:
• Advanced university degree in Reproductive Health, Obs&Gyn, Public Health, Community Medicine or other related subject, • 7 years of experience in clinical and programmatic family planning programming and/or Reproductive Health Care programmes, out of which 5 years of experience in developing countries. • Experience in promotion of and building national capacity in long acting and permanent methods of contraception including the implant, in post war contexts like Sierra Leone where national FP systems have broken down • Demonstrated experience in strategic programme management with strong technical knowledge of family planning, cervical cancer, reproductive health in and/or maternal health and how services link to communities and special client groups in post war settings. • Interpersonal and communication skills for the dissemination of information and the advocacy activities. • Excellent writing and presentation skills. • Proficiency in current Microsoft Office software applications, census data processing and analysis software e.g. CSPro, SPSS, STATA • Fluency in English is required. Working knowledge of another official UN language is desirable.

GLASSBORO — A local couple, born and raised in the borough, will be the next business owners to join Rowan Boulevard’s Whitney Center with their healthy salad and wrap restaurant, Green Zebra.
“First and foremost, my wife and I wanted to work together, open a business together,” said Corey Gardner-Meeks, co-owner of Green Zebra along with his wife Jennifer. “We’re both very healthy with our diets, in fact we’re both vegetarian, so we’re very food-conscious. We’ve been learning more and more about food without artificial preservatives, grown locally when possible, that doesn’t take a lot of fossil fuel to get to you. With that focus in our lives, we had no choice but to open something a little healthier.”
Gardner-Meeks said the restaurant will not be vegetarian, though those options will be available.
“We’ll have chicken, shrimp and tuna,” he said. “Our focus is on having healthy, flavorful ingredients that are local, when available.”
Green Zebra will be a quick-service restaurant with pre-designed options for salads and wraps as well as customizable orders.
“We’ll also have soup, which will all be homemade, using local ingredients as much as possible,” he said.
Andrew Erace of Live Work Learn Play — the international real estate advisory and development firm Rowan Boulevard redevelopers are working with to design ideal retail environments — said Green Zebra fits perfectly along the Boulevard for several reasons.
“Not only is the restaurant offering a healthy dining option that is approachable for every kind of person, they are doing so in a very organic and current way,” said Erace. “By connecting with local farmers and purveyors, Green Zebra is working to take the salad shop to the next level, incorporating an element of seasonality to their menu as much as possible. Green Zebra will use recycled materials and be a compostable dining establishment. They will be the only restaurant in New Jersey to serve Oogave all-natural soft drinks, which are sweetened with agave nectar instead of refined sugar. And most importantly, the owners, Corey and Jennifer, are a part of the local Glassboro community, passionate about a healthy lifestyle that they want to pass onto others.”
Erace said, when assessing businesses for Rowan Boulevard, Live Work Learn Play takes the time to get to know the operators, working with them to build their concept to ensure that destination establishments are being created.
“Our goal is not to mirror what you see in every strip center in South Jersey,” said Erace. “We are forming a new downtown for the people of Glassboro and the community of Rowan. It needs to be special. And that is why we think Green Zebra will be a huge success. With the level of passion, care and uniqueness that Corey and Jennifer will institute into Green Zebra, we expect it to take off from the day they open.”
Gardner-Meeks said he and Jennifer signed the lease Thursday, and they hope to be open by the end of April or beginning of May.
“This is something new to both of us — food service,” he said. “I worked at Joe’s Sub Shop here in Glassboro in high school, and my wife has her bartending license, but that’s about as far as it goes. I was in the Coast Guard Academy and spent six years in active duty and almost three in the reserves. My wife has her master’s in deaf education and elementary education and worked here in the district.”
Despite the novelty of the business, Gardner-Meeks is confident Green Zebra will do well on Rowan Boulevard.
“I think eating healthy is becoming more important to a lot of people, especially with young kids in college trying to work out and stay healthy and Glassboro residents being so close to a great amount of locally-grown produce in this area without options out there to get it,” he said. “And for us, we were both raised here and went all the way through the schools here. We love our town, and especially when we found out about the Rowan Boulevard project, we thought it would be a great business opportunity. We want to provide a healthy eating establishment for our friends and family and everyone else that lives here.”

Context and Background The Democratic Republic of Congo is the second largest country in Africa and one of the poorest. Decades of dictatorship and civil war have left much of the national infrastructure destroyed.
Merlin has been operational in DRC since 1997. Merlin teams have provided emergency medical care to the most vulnerable populations in Maniema, Kasai Oriental , North Kivu and Orientale Provinces. Activities have included emergency response, support to primary and secondary health care facilities (including supervision, supply of drugs, and the payment of incentives), reproductive health, institutional capacity building, immunisation campaigns, nutrition, WASH, and the rehabilitation of health facilities.
From 1 January 2012 Maniema and North Kivu will operate as autonomous programmes, each reporting direct to head office in London; they will be supported by country offices in Goma and Kinshasa.
In North Kivu Merlin currently works in Rutshuru/Binza, Kayna, and Birambizu health zones, providing essential health care services to DPs and host populations; and will provide the health component of the rapid response to movements of population (RRMP) mechanism throughout the province.
Main purpose of the role As a Provincial Finance Director, you will provide leadership and financial management to the multi-programme and multi-site operation in N Kivu province.
Overall Objectives (scope) • Directly manage the Provincial Finance Team to ensure effective and proactive financial leadership, support and guidance is provided to managers in the province
• Ensure that mechanisms are in place to prepare and report field finances to head office • Ensure that budget preparation, financial reporting and amendment planning for donors is implemented in a timely manner and approved by head office before submission
• Ensure appropriate systems and procedures, support and guidance for country programmes • Be a member of the Province Management Team and take the lead role on financial planning, forecasting, budgeting and developing financial management capacity throughout the country
Responsibilities

Financial Management • Assist project staff in developing proposals (including budgets and activity plans) and subsequent revisions in accordance with external donor requirements. • Monitor, supervise and assist in preparing all interim financial and final reports to donors, in a timely manner, to ensure compliance with contractual and legal requirements. • Ensure the timely preparation and communication of monthly financial reports for the Province Director, Project Coordinators and Head Office, providing them with meaningful and accurate financial information to enable them to manage project and core budgets effectively. This should include advising on significant variances against budget, and making recommendations for corrective actions to ensure expenditure is in line with budgets. • Conduct regular field trips to project sites to monitor compliance with financial procedures, review activity progress and assist managers in identifying the financial implications of changes in proposed activities and revising budget lines as required. • Ensure a set of complete and accurate financial records is maintained, including all relevant supporting documentation for each project. • Facilitate visits by, and meet the requirements of, external auditors. • Ensure compliance with local regulations in respect of financial and other matters (e.g. Registration, Foreign Exchange, taxation, Province audits and labour laws). • Overall responsibility for managing and maintaining the Province balance sheets including salary advance accounts • Overall responsibility of treasury management for the entire Province programme. • Induct and regularly advise/capacity build on finance systems and controls for finance and non finance staff. • Develop the financial aspects of the programme emergency preparedness plan, in co-ordination with the CMT, and train finance staff in managing the financial aspects of in emergencies. • Work with the Finance Department in London to support head office initiatives and specific requirements.

Position Summary
Futures Group is providing monitoring & evaluation (M&E) assistance to a 5-year USAID-funded project supporting the Ministry of Health and Social Welfare (MoHSW) efforts to lead, manage, and coordinate the national response to the Most Vulnerable Children (MVC) and HIV prevention among youth. Specifically, the Project’s purpose is to expand critical services for orphans and other vulnerable children and targeted HIV/AIDS services for youth in three regions of the central zone of Tanzania: Dodoma, Singida and Iringa. It seeks to improve the wellbeing of 150,000 MVC by strengthening the capacity of Local Government Authorities (LGAs) in managing and monitoring the MVC response, increasing access to quality and community-level comprehensive health and socio-economic services, increasing youth and child participation in addressing problems and issues affecting MVCs, and strengthening the capacity of Tanzanian civil society organizations to provide leadership in addressing MVC issues. The Project includes 17 local NGos, including several FBOs.
The Senior Monitoring and Evaluation Advisor is expected to work closely with the Futures Group Senior M&E Advisor based in Washington, DC, the Project’s Chief of Party, and other relevant M&E and project staff in Tanzania on monitoring and evaluating the Project..
Key Responsibilities
• Provide in-country M&E related leadership to the Pamoja Tuwalee Project • Harmonize and support capacity building around agreed processes for the timely collection, management, analysis, and reporting of valid and reliable data that meet the GOT and USG reporting requirements • Support the Project to implement and periodically update (as needed) the Performance Monitoring Plan • Build the capacity of sub-grantee and LGA partners to collect, analyze, use and report community-level data up to district and national levels. • Facilitate the development/refinement and use of M&E tools and build consensus on indicators to report on progress in providing quality and beneficial services to MVCs. • Provide technical assistance and lead further analysis of assessments and studies on MVCs in Tanzania • Assist the Project in developing and implementing a project database that will enable the project to monitor service reach and delivery and track progress in project implementation • Contribute to evaluation research on the effectiveness of the Project including secondary analysis of existing data
Qualifications
• Masters-level degree in evaluation, public health or another relevant discipline • 10+ years of M&E experience, including M&E of national initiatives and public health programs and developing performance monitoring plans (PMPs) • Sound understanding of indicators, data collection methodology, data quality issues; ability to develop indicators and data collection tools and assess data quality; • Knowledge of and interest in HIV and AIDS issues in Tanzania • Experience with community development programs a plus; • Experience in strengthening the demand for data and facilitating the use of information in the decision-making process at different levels – from the facility and programmatic level up to the national level; • Demonstrated skills in training and capacity building through technical assistance and mentoring. “Republican presidential candidate Rick Santorum told the mother of a child with a rare genetic disorder on Tuesday that she shouldn’t have a problem paying $1 million a year for drugs because Apple’s iPad can cost around $900.
Speaking to more than 400 people at Woodland Park, Colorado, the former Pennsylvania senator said that demand should set prices for drugs.”
“People have no problem paying $900 for an iPad,” the candidate explained. “But paying $900 for a drug they have a problem with — it keeps you alive. Why? Because you’ve been conditioned to think health care is something you can get without having to pay for it.”
The mother replied that she could not afford her son’s medication, Abilify, which can cost as much as $1 million a year without health insurance.
“Look, I want your son and everybody to have the opportunity to stay alive on much-needed drugs,” Santorum insisted. “But the bottom line is, we have to give companies the incentive to make those drugs. And if they don’t have the incentive to make those drugs, your son won’t be alive and lots of other people in this country won’t be alive.”
“He’s alive today because drug companies provide care,” the candidate continued. “And if they didn’t think they could make money providing that drug, that drug wouldn’t be here. I sympathize with these compassionate cases. … I want your son to stay alive on much-needed drugs. Fact is, we need companies to have incentives to make drugs. If they don’t have incentives, they won’t make those drugs. We either believe in markets or we don’t.”

Make Super Bowl Sunday extra super with these fabulous recipes I developed to celebrate the big day. They’re all rich in superfoods, as well as game day tradition!
Superfoods are foods that contain an exceptionally high nutrient content when compared to the amount of calories per serving. Think berries, citrus, cruciferous vegetables, eggs, green foods, green leafy vegetables, legumes, nuts, oats, olives and olive oil, fish rich in Omega-3 fatty acids, orange vegetables, sea vegetables, seeds, soy, tea, tomatoes, turkey, whole grains and yogurt.
So load up your super-bowls—these dishes give you multiple reasons to cheer!
Guacamole with Pomegranate Seeds
Buttery avocados are so delicious—especially in my luscious guacamole—and their nutritional profile is phenomenal:
they offer 20 vitamins, minerals, and beneficial plant compounds that contribute to a healthy diet. Adding fruit to guacamole may sound unusual, but it is an inspired tradition in Mexican cooking. The pomegranate seeds are rich in antioxidants, but more importantly, they add bright, sweet-tart bursts of flavor, and gorgeous color. Dig in with some baked tortilla chips.
4 ripe avocados (2 pounds total)
1 cup finely chopped green onions
1/4 cup fresh lime juice, or to taste
2 tsp ground cumin
1-1/4 tsp salt
1 tsp chipotle chile powder
1 cup pomegranate seeds (from 1 pomegranate)
1/2 cup packed cilantro leaves, chopped
Halve, pit, and peel avocados. Coarsely mash in a bowl. Stir in green onions, lime juice, cumin, chipotle chili powder, and salt. Fold in the cilantro and all but 2 tbsp pomegranate seeds. Season with salt and additional lime juice. Transfer to a pretty serving bowl and sprinkle with remaining 2 tbsp seeds.
Smoky Super Bowl Black Bean-Chicken Chili
Chili? A superfood? You bet. Beans are nutritional powerhouses, as are the ingredients in salsa (tomatoes, peppers, onions). Using salsa is one of my favorite tricks for simplifying the chili-making process: no chopping, just open the jar for a wealth of flavor. And forget the Cheddar cheese and sour cream garnishes: add more flavor as well as great health with some of the more traditional Mexican garnishes I suggest below.
2 (15-oz) cans black beans, drained
2 (16-oz) jars chunky chipotle salsa
1/2 of a (15-oz) can fat free refried beans
1 12-ounce bottle or can light beer
2 tbsp chili powder
2 cups cooked shredded chicken (e.g., from a rotisserie chicken)
Suggested garnishes:
Lime wedges
Chopped radishes
Minced cilantro
Crumbled queso fresco (or mild feat—it’s similar)
Greek yogurt (it is fabulously thick, like sour cream)
Minced red onion
Combine all of the ingredients (except the garnishes) in a large saucepan. Bring to a boil over medium-high heat, then reduce heat and simmer 30 minutes. Serve with garnishes. Makes 8 servings.
Touchdown Mocha Pudding Cups
Dark chocolate and unsweetened cocoa powder are off the charts with high levels of antioxidants (notably flavonols), which have extensive health benefits. This quick and easy pudding comes together in minutes; make it the night before and let it chill overnight. The recipe is easily doubled (or tripled), perfect for serving a crowd. And if you want to avoid the clean-up (who doesn’t?), pour the pudding into short, plastic cups.
2/3 cup sugar
1/3 cup unsweetened cocoa powder (not Dutch process)
3 tbsp cornstarch
1-1/2 tbsp instant espresso powder
1/8 tsp salt
4 cups lowfat milk (preferably 2%)
3 large egg yolks, lightly beaten
2 oz bittersweet chocolate, chopped (or 1/3 cup dark chocolate chips)
2 tsp vanilla extract
Optional: tiny dollops of whipped cream, chocolate shavings
Combine the sugar, cocoa powder, cornstarch, espresso powder, and salt in a large saucepan. Gradually add milk, stirring with a whisk. Bring to a boil over medium heat, stirring constantly. Cook 1 minute, stirring constantly.
Place egg yolks in a large bowl. Gradually strain hot milk mixture through a fine mesh sieve into bowl of egg yolks, stirring constantly. Return milk mixture to pan. Cook over medium heat 5 minutes or until mixture is thick, stirring constantly. Remove mixture from heat, and add chopped chocolate, and vanilla, stirring until the chocolate melts.
Spoon pudding into a small bowl. Place bowl in a large ice-filled bowl for 15 minutes or until pudding is cool, stirring occasionally. Remove bowl from ice. Spoon pudding into small glasses or ramekins. Cover and chill. Makes 6 servings.
Maple-Chile-Lime Popcorn
Ok, this one’s just for fun, but it still light and healthy compared to most Superbowl snacks. And it is positively addictive (trust me; everyone will love it). And you may be surprised to learn that 6 cups of air-popped popcorn boasts 5 grams of fiber, 4 grams of protein, and a mere 110 calories. (Note: add more or less cayenne depending on your heat tolerance).
Nonstick cooking spray
8 cups popcorn (popped without salt or fat)
1/2 cup pure maple syrup
1 tbsp butter
2 tsp finely grated lime zest
3/4 tsp salt
1/4 tsp cayenne pepper
Preheat oven to 300°.
Coat a 15 x 10-inch jelly-roll pan or other large rimmed baking pan with nonstick cooking spray.
Place popcorn in a large metal or glass bowl lightly coated with cooking spray.
Combine the syrup, butter, lime zest, salt, and cayenne pepper in a saucepan over medium heat. Bring to a boil, stirring just until combined. Cook, without stirring, for 2 minutes. Pour syrup mixture over popcorn in a steady stream, stirring to coat.
Spread the popcorn mixture in an even layer into prepared pan. Bake at 300° for 15 minutes. Remove from oven, and cool completely in pan.
